The 6th VFF Congress: Mr Nguyen Trong Hy is reelected as VFF President

The congress is honored to welcome Deputy Prime Minister Nguyen Thien Nhan, Permanent Deputy Minister of Ministry of Cultures, Sports, Tourism Nguyen Danh Thai, AFC General Secretary Alex Soosay, Vice-president of Cambodia Football Federation Gen Khiev Sameth, General Secretary of Cambodia Football Federation Ouk Seth Cheat, the Leaders of Ministries, Departments, General Department of Sports and Physical Training, Vietnam Olympic Committee, national sports federations, esteemed guests, and the reporters of presses, newspapers and televisions. 

The congress is also honored to receive the attention and congratulatory flowers of State President Nguyen Minh Triet, Prime Minister Nguyen Tan Dung and Politburo Member – Standing on the Secretariat of the Party Centre Committee Truong Tan Sang.

In the congress opening speech, VFF President Term V Nguyen Trong Hy said: “The 5th Congress with criterias: “WISDOM, UNITE, DEVELOPMENT”, has a special position and importance in the development process of national football in the new period. This is a congress that transfers from football with subsidised regimes to the new football where gathering social resources, wisdom, facilities for the sustainable development to the new level.

This congress concentrated to discuss, summarise and evaluate objective, subjective reasons about the achievements in the term and in 20 years of positive renovation and development. It also points out the existences and weaknesses from policy mechanisms, and operation management of the whole system, then quickly overcome to develop sustainable.

The congress also need to concentrate to build the strategic goals for the development of Vietnamese football, start from building the goals, duties and work programs for term 2009-2013 and direction the goals of Vietnamese football development for the period of 2nd decade, 21st century in order to create breakthrough in building and developing a football can catches up with the advanced football in the continent by the end of 2nd decade or early 3rd decade.

The congress needs to determine the route in building the professional football in Vietnam, determine, organise and implement the standards content of international football in terms of time and criterias for each member and in the whole system in order to integrate and develop with the level of the continent. 

This congress needs to discuss and give a general message from criterias “WISDOM, UNITE, DEVELOPMENT”, each member perfecting the organisations is contributing in perfecting the whole system, determined to create the breakthrough for Vietnamese football that commensurate with the development of country in the integration period. 

On the behalf of the Leaders of Party and State, who attended the congress, Deputy Prime Minister Nguyen Thien Nhan highly appreciated the achievements that Vietnamese football has achieved over the years. According to Deputy Prime Minister Nguyen Thien Nhan, in recent years Vietnamese football has strongly developed in 2 aspects: Pinnacle football and Movement football, and has gained many proud achievements in the regional tournaments. Deputy Prime Minister Nguyen Thien Nhan emphasised: “ With movement football, professionalisation is an inevitable path of Vietnamese football, overcoming the existences, limitations and weaknesses in terms of management, competition and finance, sponsorship and audience also. More than ever, we are having many advantageous conditions in order to develop professional football and we will definitely do it”. 

Representative leaders of the Ministry of Cultures, Sports, Tourism attended and gave the instructions, the Permanent Deputy Minister of Ministry of Cultures, Sports, Tourism Nguyen Danh Thai also shared the opinion that Vietnamese football has had many good premises for developing into an advanced football in Asia. According to Deputy Minister Nguyen Danh Thai, this can be affirmed based on the interest in football of all citizens, the interest of businesses in investment, brand promotion through football activities, and the support of state agencies. Moreover, VFF has had remarkable growth steps, accumulated experiences in the process of operation for the effective implementation of Vietnamese professional football. 

On the behalf of Leaders, the Party Committee of the Ministry of Cultures, Sports and Tourism, Deputy Minister Nguyen Danh Thai has believed that the 6th VFF Congress will continually have the responsible and intellectual decisions with the spirit of solidarity and strive for the development of Vietnamese football. On that basis, it will further accelerate the development of Vietnamese football in terms of professional achievements, management and build a solid foundation in terms of facilities and finance for Vietnamese football development.

In the morning session, the Congress agreed to amend and supplement the VFF Charter on the following issues:

• The position of VFF General Secretary is appointed by VFF President
• Only the member organisations can elect at the Congress
• The members of Executive Committee cannot elect at the Congress
•  Supplementing the honor of VFF Honorary President.

The above issues are assigned to the VFF Charter Drafting Committee to be completed and will be applied from the 6th VFF Congress.

The Congress agreed with the Decision number 238/QĐ-LĐBĐVN on 23/6/2009 of Disciplinary Subcommittee of the national V.League 2 – Sino Championship 2009 with NHS Quang Nam Club and Decision number 290/QĐ-LĐBĐVN on 28/7/2009 of VFF Disciplinary Subcommittee with STN Quang Ngai club and other disciplinary decisions of Disciplinary Subcommittee of the awards and the VFF Disciplinary Committee Term V.

Next, the Congress focused on listening, discussing, commenting and approving: the Term V Summary Report and the Term VI goal orientations, objectives and tasks with the presentation of Mr Tran Quoc Tuan – VFF General Secretary; Marketing and Sponsorship Campaign Report with the presentation of Mr Le Hung Dung – VFF Vice-president; Audit Report with the presentation of ASC Auditing Company; Review report of VFF Executive Committee Term V presented by Mr Duong Vu Lam – VFF Vice-president.

In the afternoon session, the Congress approved the candidate list for VFF Executive Committee Term VI and candidate list for Examination Committee, approved Election regulations and conducted the election of Executive Committee (23 members from the list of 34 delegates) and the election of VFF Examination Committee Term VI.

Under the direction of Head of Election Committee Nguyen Sy Hien, the Election Committee counted the votes and announced election results of VFF Executive Committee Term VU period 2009-2013, including 23 members. As follows:

Based on the election results of the VFF Executive Committee Term VI, the Congress approved the candidate list and conducted the election of key positions of VFF Term VI. After that, the Congress acknowledged the election results of key positions of VFF Term VI, including:

• President: Mr Nguyen Trong Hy (67/68 valid votes)
• 3 Vice-presidents:

• Vice-president in charge of Specialise: Mr Pham Ngoc Vien (47/68 valid votes)
• Vice-president in charge of Sponsorship – Finance: Mr Le Hung Dung (41/67 valid votes)
• Vice-president in charge of Communication – Foreign Affair: Mr Nguyen Lan Trung (36/67 valid votes).

The Congress acknowledged voting results the VFF Examination Committee period 2009-2013 including:

• Head of Examination Committee: Mr Pham Thanh Long
• The members of the Examination Committee: Mr Tran Dinh Huan and Mr Thai Hong Ha.

The Congress voted in agreement the ASC as the independent audit agency, voted in agreement Mr Tran Quoc Tuan as the VFF General Secretary, Mr Nguyen Hai Huong as Head of VFF Disciplinary Committee and Mr Chu Hong Thanh as Head of VFF Complaint Handling Committee.

After a hard and effective working day, in the spirit of Wisdom – Solardirity – Development, the VFF Congress was successfully ending. The Congress has believed that VFF term 2009-2013 will create new turning points, towards to the integration and sustainable development of Vietnamese football.
