Representing the Standing Committee of the Vietnam Football Federation (VFF), Mr. Trần Anh Tú – Vice President of the VFF, stated at the opening ceremony that the VFF organized the Women’s Football Club Licensing Workshop to implement the roadmap for the professionalization and sustainable development of Vietnamese women’s football, in line with FIFA’s priorities and AFC’s requirements.
He emphasized that licensing not only meets international standards but also helps enhance governance capacity, standardize operations, and create a stable foundation for clubs, especially as most women’s clubs still operate under semi-professional models with many limitations.
The VFF has identified licensing as a development-support tool, to be implemented according to a practical roadmap suitable for Vietnam. The key focuses include: building a feasible system; improving governance and youth training; increasing transparency, professionalism, and attractiveness of the women’s national league.
Mr. Trần Anh Tú affirmed that the VFF will accompany the clubs and expects proactive and consensus-driven efforts from the entire system to establish a solid foundation for the long-term development of Vietnamese women’s football.
Speaking at the opening ceremony, Mr. Simon Toselli – FIFA’s Women’s Football Technical Expert, stated that the goal of the workshop is to move towards the professionalization of national women’s football leagues and to raise the operational standards of the clubs.
Mr. Simon Toselli stated, “The VFF has developed a women’s football development strategy with a clear vision, in which a key task is to implement a club licensing system. This is a development tool aimed at supporting clubs to improve quality across various areas such as professionalism, infrastructure, governance, legal, and financial management.
The licensing system is not intended for sanctions but to accompany and assist clubs in sustainable development, contributing to building a solid foundation for Vietnamese women’s football.
The participation of your clubs today is especially important because clubs are the foundation of football development,” Mr. Simon Toselli affirmed.
The 2026 Women’s Football Club Licensing Workshop took place on the afternoon of February 24th and the morning of February 25th at the Vietnam Football Federation (VFF). Attendees were introduced to an overview of current licensing activities in Vietnam, as well as the women’s football development strategy, which includes criteria related to infrastructure, finance, and legal aspects. Additionally, FIFA’s women’s football technical expert presented on FIFA’s club licensing activities worldwide during the workshop.
