All four promotion spots were officially confirmed, with Quang Ninh and Van Hien University finishing as joint first-place teams of the tournament.

In Group A, the two promotion slots had already been secured by Quang Ninh and Bac Ninh after Round 13. However, the race for the top spot in the group remained intense, as the Group A winner would also be one of the two overall first-place teams of the tournament. Heading into the final round, Quang Ninh led with 23 points, just one point ahead of Bac Ninh (22 points), meaning both teams had to aim for victory in Round 14 to secure the group’s top position.
As a result, Quang Ninh successfully defended their lead in Group A with a dramatic 4-3 victory at PVF Stadium, thanks to stoppage-time goals from Van Do and Van Hieu.
Meanwhile, Group B entered the final round with an unpredictable scenario. After a 0-1 loss to Van Hien University in Round 13, Lam Dong—once in a favorable position—found themselves at risk of elimination. Before Round 14, Lam Dong (29 points), Gia Dinh (26 points), and Van Hien University (26 points) all still had a chance to earn promotion. If Van Hien defeated Dak Lak and Gia Dinh beat Lam Dong, all three teams would finish with 29 points.
According to the tournament rules, when three or more teams are tied on points, rankings are determined by head-to-head results. In this scenario, Van Hien University had the advantage with 7 points, Gia Dinh had 5, and Lam Dong only 4—meaning Lam Dong would be eliminated from the race if they lost the final match.
Unfortunately for Lam Dong, that exact scenario unfolded: they lost 0-2 to Gia Dinh, while Van Hien University secured a 1-0 win over Dak Lak at Thong Nhat Stadium. As a result, Van Hien University and Gia Dinh both earned promotion with 29 points, surpassing Lam Dong based on head-to-head performance.
