Directions, Targets, and Missions of VFF term 7th (2014-2018)

I. DIRECTION:

1. Identify and select the organizational model of the two-level VFF in accordance with the specific circumstances of our country in the direction of enhancing sociality.

2. Prioritize the training of youth football and women’s football; grassroots aims to actively contribute to the Program “Improve the physical strength and stature of Vietnamese people by sports training and nutrition until 2020”.

3. Focusing on key investment in young football talents and national teams to firmly secure their position as one of the top three countries in the region and reach a position in the “Top 15 European countries” forwards to 2020.

4. Continue to promote the integration process of Vietnamese football with the world;

5. Research and take practical measures to enhance the value of “brands” of Vietnamese football in order to ensure stable and increasing revenue sources to serve the tasks set out in the football development strategy of Vietnam to 2020.

II. TARGETS:

Men’s national team:

  • U23 Vietnam joins in final match of SEA Games in 2015
  • Men’s national team joins in final match of Suzuki Cup in 2014 and 2016, lifts to the 2nd place in the Group Stage of World Cup 2018 Qualifier

Women’s national team:

  • Joining in the FIFA Women’s World Cup 2015 Final
  • Win the Gold Medal of SEA Games in 2015
  • Win the Gold Medal of AFF Cup in 2014 and 2016

Other youth teams, aims to join in the final round of AFF and AFC Youth Competition, in which U19 tries to join in the U22 World Cup 2015.

Other targets:

  • Grassroots: having 4500 clubs until 2017
  • About youth training:

+ Number of U11 – U18 who have big potential: 4000 players per year.

+ Number from 14 to 18 years old under the training of international experts: 400 player per year; Number of young players who oversea-based: around 24 – 48 players per year.

Development professional clubs:

100% professional clubs have stadium, trainning field, training facilities, medical centre; coaches and doctors who have professional certificates.

Human resource:

VFF has 10 to 15 staffs joining in AFC and AFF; 10 referees, 10 assistants meet the FIFA level

III. KEY MISSIONS:

On the basis of the goals identified in the Vietnam Football Development Strategy 2011-2020, promptly adjust the issues arising in football activities, absorb the comments of the members of the Football Federation Vietnam Football Federation, the Executive Committee submitted to the VII Congress of the Vietnam Football Federation, term 2014-2018 for consideration, discussion and approval of the direction and objectives of the Vietnam Football Federation from 2014 to 2018 below:

Improve football performance at the team level:

– Increase investment in national teams to prepare and participate in important international tournaments.

Solution: Implement targeted programs to prepare forces for the 2018 World Cup and ASIAD 2019 qualifiers

The best preparation for the women’s football team to attend the 2014 Women’s Finals, win the right to participate in the 2015 World Cup

Regularly prepare the force to attend the Olympic Football Tournament, practically prepare the force for the national football team.

Proposing state management agencies and local authorities to have incentives for domestic football training centers to cooperate in training young players under the program of famous foreign clubs.

Step by step, fully participate in the contents of football: men, women, youth, futsal, beach football, socialize new and promising sports such as futsal, beach football.

Implement the training of young football athletes at the Vietnam Youth Football Training Center, requesting FIFA to support the youth player training program in 3 regions in the target program of FIFA.

Step by step standardize the men’s national team, the women’s national team and the U23 team based on the basic criteria of height, fitness, technique, orientation and as a basis for selection work, and training athletes in teams from the national team to young ages.

There is a policy to encourage overseas Vietnamese football talents to compete for the national team.

Planning for training gifted athletes and young football athletes:

Forming the title of National Football Technical Director of the Vietnam Football Federation.

Forming a national youth training system at the Vietnam Youth Football Training Center, clubs and localities;

Promulgating a standard of criteria for selecting talented football players at the ages of 7-11 and 12-15;

Improve the youth football competition system to ensure that young athletes can play at least 20-30 matches per year. Study the mandatory regulation on the proportion of young players in the professional football league system.

Improve professional football: 

Summarize the model, clarify the theory of professional sports development; focuses on the theoretical basis of ownership in professional football. Drawn from the practice of management relationship of the Vietnam Football Federation with the organizer of professional football tournaments. Acquire and study theoretical and practical issues, propose amendments and supplements to the Law on Physical Education and Sports and related legal documents to expand the operation of the business, service and advertising market. , professional football brokerage, copyrights in the field of professional football.

Specifying and regularly inspecting and evaluating the satisfaction of the operating conditions of the professional football club, such as: facilities, finance, organizational apparatus and management personnel, club management, training of young athletes, athlete management, cultural studies, implementation of policies for athletes, medical work…

Developing and promulgating criteria and standards for practice, registration, unified management of records of subjects operating in the field of professional football (players, coaches, referees, agency, professional staff). Building databases and electronic information systems for professional football management.

Improve the quality of the National Championship (V-League) and other tournaments in the national football competition system.

Completing the national football competition system.

Develop and promulgate regulations and rules for organizing football tournaments closely, with strong enough sanctions to prevent incidents, handle negative expressions and violations during the organization process.

Gradually reduce the number of foreign players in the V-League and First Division.

Strengthening the National Arbitration Board. Strictly comply with regulations on professional standards and professional ethics for referees, supervisors and competition organizers.

Continue to complete the legal entity model of organizing professional football tournaments in the form of companies.

Fulsal development, beach soccer:

Orientation for the development of Futsal clubs in member organizations of the Vietnam Football Federation. Gradually increase the number of Futsal teams participating in the tournament.

Strengthening training and preparation for the Futsal national team to participate in international competitions.

Beach soccer development. Build a national beach soccer team that focuses on standards to attend the Asian Beach Games.

Training and developing human resources to manage, operate and organize football activities:

Maintain training courses for referees and coaches according to FIFA and AFC programs. Application of standardized regulations  coaches qualifications of professional football clubs.

Developing the force of sports doctors at football training centers and professional football clubs

Develop facilities to serve the training and organization of high-achievement football competitions and develop movement football:

Combination of many resources: investment of the state with investment of enterprises and social organizations.

Upgrading and expanding the youth football training center of the Vietnam Football Federation.

Orient and have mechanisms and policies to encourage the development of football training academies and centers invested by private and enterprise; encourage clubs to ensure sports facilities for competition, training and training of young athletes. Striving to 2015, all clubs participating in the V-League and the National First Division will have training routes for young athletes.

Proposing the state to develop a network of small-scale stadiums at universities, colleges and high schools; simple stadiums in communes, wards, inter-villages, urban areas, residential clusters, industrial parks…. Fundraising solution:

Formulate a comprehensive marketing strategy to enhance the brand value of national football teams, national competitions and other tournaments organized by the Vietnam Football Federation. Nam hosted the organization.

Looking for sponsors for national teams. Diversify forms of advertising and sponsorship based on exploiting the images of the teams.

Promoting the model of sponsoring and awarding units

Building a system of commercial partners of Vietnam Football with economic groups and large enterprises.

Diversify the types of football development funds at many levels to generate investment income for football talent development. Promote the establishment of the Vietnam Football Development Support Fund, which is directly managed by the Vietnam Football Federation.

Diversify the revenue sources of professional football clubs.

Research and propose pilot implementation of football betting or prediction of prize-winning football results to generate revenue for the Vietnam Football Development Fund.
