The 3rd meeting of the VFF Executive Committee resolved important issues of the Vietnam football
This afternoon (April 26), the 3rd meeting of the VFF Executive Committee, term IX, took place at the headquarters of the VFF.
Attending the conference were Mr. Nguyen Danh Hoang Viet – Deputy General Director of the Vietnam Sports Adminstration. On the side of the VFF Standing Committee, there were VFF President Tran Quoc Tuan, Vice President Tran Anh Tu, Vice President Nguyen Xuan Vu, Vice President Nguyen Trung Kien and Standing Member of the Executive Committee Nguyen Quoc Hoi, also attended by members of the IXth Executive Committee (term of 2022-2026), Heads of the Departments: Inspection Committee, Appeal Body, Appeal Committee, Chairman of the National Coach Council, General Secretary and Deputy General Secretaries were summoned to report related work at the Meeting, leaders of units: Bongdaplus, Vietnam Youth Football Training Center, VPF Company.
Speaking at the opening of the Meeting, President of the Vietnam Football Federation Tran Quoc Tuan emphasized that the 3rd Executive Committee meeting is of great significance in order to decide on the operational plans of Vietnam football in the coming time.
With that spirit, the meeting closely followed the work program, discussed, contributed ideas and agreed to approve the report on the work of the first quarter of 2023 and the implementation of the tasks of the second quarter of 2023 of the VFF presented by secretary Duong Nghiep Khoi.
The meeting agreed to send the National Men’s U20 Team to attend ASIAD 19 from September 23 to October 8, 2023 in Hangzhou, China and participate in the 2023 AFF U23 Championship. These are considered as the steps forward to SEA Games 33-2025 and the next plans of Vietnamese football.
In addition, the meeting agreed on the number of participant teams for the 2023 to 2027 seasons.
Another important issue agreed at the meeting is the regulation that football teams in the First Division that are promoted to compete in the V.League from the 2024-2025 season must meet the following criteria:
– Achieve sports achievements according to the tournament’s regulations;
– Must be a professional club (a business);
– Fully meet 05 (five) licensing criteria, including: Sports, facilities, administrative, legal and financial human resources.
In order to ensure that young players can play more matches, the Executive Committee agreed to supplement the regulations on player standards in Article 36 of the regulations on non-professional football. Specifically:
– Article b Clause 5 is amended as follows: “However, for players (not signing professional contracts) under the age of 21, they can be registered for two teams with the same governing unit in two different tournaments at the same time”.
– Article c Clause 5 is amended as follows: “For the National Football Federation on a dual schedule (Season: 2023/2024, 2024/2025…): Players can be registered for up to 03 teams and can play official matches for 03 teams in a season but must comply with the regulations at a time to only register to play for 1 club.
Issues related to the licensing system for the 2023/2024 season; Licensing First Division clubs to be promoted to the national league; Amend the License Regulations to be consistent with AFC regulations (the Executive Board does not issue a decision to grant an exception to a club participating in the national tournament. Only the Club Licensing Committee and the Appeal Body have the right to issue a decision on licensing the club to participate in the tournament)… was unanimously approved by the meeting.
Also at the Conference, the Executive Committee agreed to temporarily suspend the membership of Can Tho Football Club, Saigon Football Club and Saigon Futsal Club.
The meeting agreed to propose VPF Company to organize a Club Workshop to collect opinions from the clubs and report to the Executive Committee a report for consideration and approval on the plan to allocate time to play in the 2023-2024 professional season.
