The 6th VFF executive committee VIII meeting: Unified the plans in the special period
On the morning of 13th May, at the office of VFF, the 6th meeting of the Executive Committee (term 2018 – 2022) was held with important contents related to the actions of the Vietnam Football Federation at the later time of 2020.
Delegate included: VFF President Le Khanh Hai – Deputy Minister of Culture, Sports and Tourism; Mr. Tran Duc Phan – Deputy Director of General Department of Sports and Physical Training; Mr. Tran Quoc Tuan – VFF Permanent Vice President; Mr. Cao Van Chong – VFF Vice President; Mr. Tran Anh Tu – Permanent Member of VFF Executive Committee – CEO of VPF; and members of Executive Committee VIII.
The meeting also had the joinning of leader of the function departments: Judicial Department, Referee Department, representative of VPF, General Secretary and Deputy General Secretaries of VFF to report the working status at the meeting.
Speak at the meeting opening, VFF President Le Khanh Hai appreciated the efforts of the committee, especially the members who in charge of the clubs for the proactively follow the guidance of Prime Minister to prevent COVID-19 pandemic. However, this pandemic also creates a huge effect on sports activities. This requests the committee to work together and unified to find out the solutions plan for the next period when the pandemic is controlled. Hence, Vietnamese Football can reach goals and key missions.
The members discussed and unified the key contents which will be applied in the next period, especially adjust the plans of national teams, schedule of national professional and non-professional tournaments, plan of the youth tournaments.
Unified the plans of the national professional tournaments
Due to the effect of COVID-19 pandemic, the time for the tournaments becomes limited because many tournaments had to postpone since March, the meeting focus on discussing and unified with the plan of VPF. According to that, the schedule of LS V.League 2020 and LS V.League 2 2020 will be adjusted to fit with the reality and the principle of ensuring the competitiveness, rights, and fairness of the participated clubs. Particularly, the LS V.League 2020 and LS V.League 2 2020 will be organized in 2 periods:
– For LS V.League 2020: Play and complete the first leg. The result of this period will be the basis for classifying clubs in the second period. Group A includes 8 clubs, group B includes 6 clubs. The clubs belonging to group A will compete to find out the champion, runner-up, and third-place. Group B will play to identify the places from 9 to 14.
– For LS V.League 2 2020: Play one round. The result of this period will be the basis for classifying clubs into 2 groups. Six clubs of group A will compete to find out the champion, runner-up, and third-place. Six clubs of group B will play to find out the places from 7 to 12.
According to the decision of the meeting, the season 2020 will have 1 relegation team and 1 promotion team instead of 1.5 as the previous rule of Regulation. Therefore, the 14th club of the LS V.League 2020 will has to play at the LS V.League 2 2021 instead of LS V.League 2021. The 12th club of the LS V.League 2 2020 will has to play at the LS V.League 3 2021. Meanwhile, there are 3 clubs that are promoted to LS V.League 2 2021 to ensure the number of the teams join in V.League 2 2021. The details will be worked by the function department, and report to the Executive Committee.
The meeting appreciated the plan of VPF with the strong points such as the suitable schedule to ensure the recovery time and reduce injury; have break time between 2 periods to ensure the transfer term to create the time for the clubs preparing the force for next period; ensure the ending of the tournaments is 31st Oct 2020 to prepare for the plan of national teams at World Cup 2022 Qualifier and AFF Suzuki Cup 2020. Besides that, Ho Chi Minh club and Than Quang Ninh club will not face the difficulty when AFC Cup 2020 runs in July 2020 as well as have time for adjustment the schedule when the accident appears such as disasters.
According to the plan, the 3rd round of LS V.League 2020 will come back on 5th June and finish on 25th Oct 2020. LS V.League 2 2020 will kick-off on 6th June and end on 26th Sep 2020. Bamboo Airway National Cup 2020 keeps the formula (5 rounds with 25 matches) and will kick-off from 23rd May to 31st Oct 2020.
The meeting also unified the plan about the substitutes at the national professional tournaments 2020 as Law 3 – The Players in FIFA’s proposal which is issued on 31st Dec 2020. It allows for a maximum of five substitutes to be made per team. This law temporarily applies for the tournaments which finish before 31st Dec and reduce the risk for the players after a long term off because of the COVID-19 pandemic.
Another problem is whether the stadiums are open to the spectator when the tournaments come back. About this problem, the meeting unified that the tournaments will follow the guidance of prevention COVID-19. VFF will have the documents to clubs in the working with local authorities about the organization of the match at the home stadium of the club.
Decided the calendar of Annual Congress and the additional election of Vice President in charge of finance and sponsor
Related to the VFF Annual Congress 2020, the meeting agrees that the annual congress will hold in Aug 2020 instead of Nov or Dec as before. Explain about this decision, VFF Vice President Cao Van Chong said
“Due to the effect of COVID-19, the football events in the later of the year are many. After discussion, VFF realized that August is the break-time of the season. Vice President in charge of finance and sponsor is an important position and needs to add soon to create a favorable condition for the work at the later period”.
VFF Vice President Cao Van Chong affirmed that the time from now to August is enough to prepare for the Annual Meeting as the regulation of the Ministry of Home Affairs.
