VFF’s First Instant Body holds its third meeting of 2025
On May 23, the First Instant Body of the Vietnam Football Federation (VFF) held its third meeting of 2025 to decide on granting licenses to clubs participating in the 2025/26 season of the V.Leagues.
Representatives of VFF leaders attending the meeting were Mr. Tran Anh Tu – VFF’s Vice President; Associate Prof.Dr. Pham Ngoc Vien – Chairman of the VFF First Instant Body. The Appeal Body includes Mr. Le Dang Tung – Chairman, Mr. Nguyen Hai Huong – Deputy Chairman. The meeting was also attended by Mr. Nguyễn Văn Phú – General Secretary of the VFF; along with other committee members.
At the meeting, the First Instance Body agreed to apply an exemption policy, as approved by the VFF Executive Committee, regarding the B-level Administrative Personnel criteria (including two positions: Goalkeeper Coach – P.17 and Fitness Coach – P.18). This aims to give clubs additional time to recruit and assign coaches to attend training courses in order to meet licensing qualification requirements in upcoming seasons.
For the 2025/26 season, the First Instance Body granted licenses to clubs to participate in the V.League through the online licensing system for 14 clubs that met the A and B criteria. These clubs include: Nam Dinh FC, Hanoi FC, The Cong – Viettel FC, Hong Linh Ha Tinh FC, Hanoi Police FC, Hai Phong FC, Dong A Thanh Hoa FC, Hoang Anh Gia Lai FC, Becamex Binh Duong FC, Ho Chi Minh City FC, Song Lam Nghe An FC, Quang Nam FC, Quy Nhon Binh Dinh FC, and SHB Da Nang FC.
In addition, three clubs were conditionally licensed to participate in the 2025/26 V.League season: Phu Dong Ninh Binh FC, Truong Tuoi Binh Phuoc FC, and PVF-CAND FC. The First Instance Body will continue to monitor and assign the relevant technical departments to assess the progress of these clubs in meeting the infrastructure criteria in the coming period.
According to the licensing regulations of the AFC and VFF, the VFF must submit a report to the AFC by no later than May 31, 2025, listing the clubs that have been granted licenses to participate in AFC club competitions and the national league for the 2025/26 season.
