1st VFF Licensing Committee Meeting in 2022: Adapting to AFC’s adjustment

On the morning of March 4, the first meeting in 2022 of the VFF’s Licensing Committee took place both online and offine at VFF’s house.

The delegation included members of the VFF’s Licensing Committee: Assoc.Prof.Dr. Pham Ngoc Vien – Chairman of Licensing Committee; Ms. Nguyen Thi My Dung – Deputy Chairman of Licensing Committee; Mr. Nguyen Duy Quang – Senior Auditor of AASC Auditing Company, member of Licensing Committee; Mr. Duong Nghiep Khoi – Assistant to VFF’s Acting President, member of Licensing Committee. Also attending the meeting were Mr. Le Hoai Anh – General Secretary, the assistant departments for the committee including the Licensing Department and the Licensing Administration.

Speaking at the meeting, General Secretary Le Hoai Anh shared: “Based on the recommendations of the Asian Football Confederation (AFC), VFF decided to establish a Licensing Committee, adapt the criteria of AFC. Up to this point, the licensing activity of Vietnamese football has been going on for 8 years, contributing and creating positive changes in gradually bringing clubs to complete licensing criteria. The maintenance of licensing activities is part of helping clubs be aware of shortcomings and have plans to improve, thereby promoting Vietnamese football to develop sustainably”.

“In recent years, the AFC has discussed and made changes and adjustments to the club licensing regulations. This includes licensing requirements for women’s football and futsal. Therefore, it is very necessary for the Licensing Committee to provide an orientation and roadmap to implement and meet the new AFC criteria”, he added.

On behalf of the Licensing Committee, Assoc.Prof.Dr. Pham Ngoc Vien thanked to VFF for supporting the meeting in the context of the Covid-19 epidemic. “The Licensing Committee’s activity is an annual activity, with the purpose of reviewing proposals and opinions of the licensing administration and making decisions. This year, with the changing requirements from the AFC to match the schedule of FIFA, the licensing activities of Vietnamese football also need to change to match the calendar of the AFC, the licensing period for the clubs also needs to be adjusted to meet the requirements” – Head of the Licensing Committee – Assoc. Prof. Dr. Pham Ngoc Vien affirmed.

At the meeting, the licensing administration reported to the Licensing Committee the results of checking the facilities of the clubs at the beginning of the 2022 season; tentative plan to establish a team to inspect and evaluate the Club Youth Football Development Program; the club’s proposals for licensing in 2021.

Accordingly, compared to previous years, the facilities at the clubs have improved a lot, the current state of the pitch, the lighting system and the function rooms at many clubs have improved. , which meets the licensing criteria of VFF and AFC.

However, besides the positive signs in terms of facilities, the youth training program at the clubs is still an issue that needs attention. Although there have been many advances in recent years, the youth training programs of many clubs have not met the requirements of the AFC, and have not been methodical and unified in training. Therefore, in the coming time, the Licensing Committee will propose to VFF to send a delegation to survey, evaluate and support the clubs in building a roadmap, aiming to perfect the training criteria according to the requirements of AFC.

The meeting also discussed new points at the AFC Conference on February 24, 2022, including adjusting the time of seasons from the previous fall to the next spring instead of the spring-autumn period as before, in line with FIFA’s schedule; timetable for licensing activities in 2022 with adjustments to the deadline for submitting the licensing decision for the next season to the AFC (MAs can choose one of two options corresponding to the deadline for submitting the list to AFC is April 30 or May 31 instead of the previous deadline for submitting the list October 31).

After the discussion, the Licensing Committee and related departments had a basic agreement on issues related to the licensing work of next season, from which there are proposals to AFC and will continue to adjust in accordance with the licensing criteria and the actual situation of Vietnamese football.
