The Vietnam Football Federation (VFF) on April 9 organised a conference to announce the tournament”s rules and a draw ceremony.  

Duong Nghiep Khoi, deputy general secretary of the VFF and head of the organising board of the tournanment, spoke highly about the role of Division 2 in the VFF”s national football competition system. Mr Khoi provided a brief on the division”s rules, saying that as planned, the division consisted of 18 teams but Military Region Nine and Red Beer Workers had not registered to join the tournament. As a result, the tournament would see the competition of 16 teams, including 13 teams of last season”s Division 2, and two teams relegated from Division 1, Ho Chi Minh City Club and Lam Dong Club, and one team promoted from Division 3, T&T Hanoi.
 
Sixteen teams were drawn to three groups as follows:
 
Group A, consisting five teams in the north: Ha Tinh, Can Gio Pharmacy, Quang Minh DEC, Sara Thanh Vinh and T&T Hanoi;
 
Group B, consisting of six teams in Central Vietnam and the southeastern region: Binh Thuan, Dak Lak, Lam Dong, Dong Tam Long An Tile, Military Region Seven and Thanh Long;
 
Group C, consisting of five teams in the southwestern region: Ben Tre, Ca Mau, Ho Chi Minh City Club, Kien Long Bank (Kien Giang) and Vinh Long.
 
The teams will compete on a round robin basis with home and away legs. Leaders of three groups and the best runners-up will qualify for the finals, where they will be drawn for a knock-out stage and winners will compete in the final.
 
There will be no relegation while winners and runners will be promoted to Division 1.
 
The group stage will kick off on April 22 and finish on May 26, 2007. The finals will be held from June 1-6, 2007.
 
 Bonus:
– Winners: VND 30 million
– Runners-up: VND 20 million.
