VFF leadership meets with Hoa Binh Football Association to discuss organisational consolidation and development orientation for a new phase

The working session aimed to review the Federation’s activities, address existing challenges and provide support to the member association amid the implementation of the local administrative reorganisation and merger policy.

Representing the Hoa Binh Football Federation, the delegation was received by Đào Tiến Cường, Deputy Director of the Department of Culture, Sports and Tourism and Vice President of the Hoa Binh Football Federation, along with representatives from the Sports Management Division and members of the Federation’s Executive Committee.

During the meeting, the VFF delegation acknowledged and highly appreciated the efforts of the Hoa Binh Football Federation in maintaining football activities throughout 2025–2026. Despite facing significant challenges arising from changes in administrative boundaries, as well as the retirement or transfer of key personnel, the Federation has continued to sustain grassroots football activities and youth development programmes at the U9, U11 and U13 levels.

In addition, the Hoa Binh Football Federation has proactively worked with relevant organisations and businesses to develop high-performance and professional football, demonstrating its determination to overcome difficulties during this transitional period.

One of the key topics discussed by the two sides was the completion of legal procedures regarding the Federation’s organisational structure and name following the establishment of the new administrative unit. According to a report from the Hoa Binh Football Federation, the Federation has completed the necessary documents and submitted them to the competent authorities for consideration of the name change in line with the new administrative boundaries. The VFF requested that the local authorities urgently coordinate with relevant agencies to complete procedures concerning the Federation’s legal status, seal and membership status, thereby establishing a solid foundation for its activities in the next phase.

Once the necessary procedures are completed, the Federation will focus on preparations for its new-term Congress, with priority given to consultation, personnel nominations and the consolidation of the Executive Committee, Standing Committee and Standing Committee leadership. This has been identified as an important task in establishing a stable organisational foundation and meeting the requirements for the development of local football in the new phase.

At the meeting, VFF leaders emphasised the importance of developing a 2026–2030 Football Development Plan that reflects local conditions and development orientations. The plan should clearly define objectives, tasks, implementation timelines, resources and the responsibilities of each stakeholder, ensuring coordinated cooperation among state management agencies, the local football federation, businesses and clubs.

Under the proposed direction, the locality will continue to focus on youth football development at the U9, U11, U13 and U15 levels, while working with businesses, including Xuan Thien Group, to develop the U17, U19 and U21 pathways and a professional football team. Clearly defining the roles and responsibilities of each organisation was identified as an important factor in establishing a comprehensive and sustainable football development system, spanning grassroots football, youth football, high-performance football and professional football.

The VFF assigned its relevant departments to continue supporting the locality with reference materials, development models and practical experience during the process of drafting and finalising the Plan.

Regarding professional development, the VFF called on the local authorities to pay greater attention to the training and development of referees, coaches and technical personnel at the grassroots level. Particular emphasis should be placed on coach education through the VFF/AFC certification system, while expanding training programmes for community football, women’s football and grassroots football activities.

The VFF reaffirmed its commitment to facilitating opportunities for local technical personnel to participate in training courses, professional development programmes and capacity-building activities, thereby contributing to improving the quality of football technical work at the grassroots level.

Alongside organisational consolidation and the development of future orientations, representatives of the Hoa Binh Football Federation also reported on preparations for upcoming competitions. The locality is currently focusing on completing the necessary facilities and maintaining the pitch at Việt Trì Stadium to ensure the required conditions for hosting the AFC U20 Asian Cup Qualifiers.

In terms of youth development, the local U9 team has travelled to Quảng Ngãi to compete in the National Finals, providing young players with valuable opportunities to gain competitive experience and further develop through high-level matches.
