Attending the meeting were members of the VFF Licensing Committee: Assoc. Pham Ngoc Vien – Member of the Club Licensing Committee of the Asian Football Confederation (AFC), Chairman of VFF’s Club Licensing Committee; Ms. Nguyen Thi My Dung – Member of FIFA Disciplinary Committee, Deputy Chairman of Licensing Committee; Mr. Nguyen Duy Quang – Senior Auditor of AASC Auditing Company, member of Club Licensing Committee; Mr. Duong Nghiep Khoi – Assistant to VFF’s Acting President, member of Licensing Committee, and VFF Club Licensing Department.

At the meeting, the licensing administration department reported to the Club Licensing Committee on the licensing process of the clubs and summarized related contents at the AFC Annual Club Licensing Seminar.

Recently, VFF has sent a delegation to visit each club to guide and support the club in implementing the youth football training program. Through that, the clubs had a clearer awareness and orientation for youth training, meeting the licensing requirements of the AFC.

For human resources criteria, some clubs have not yet met the requirements, especially when AFC upgraded the licensing standard from the C-level incentive criteria to the B-level mandatory criteria. In order to support the clubs to fulfill this criterion well, the VFF has organized courses for goalkeeping coaches and fitness coaches in 2022 and will continue to organize in 2023.

After discussing and considering the proposal of the licensing administration department, the Club Licensing Committee decided to license 9 clubs to participate in the 2023 National League including: Hanoi Football Club, Binh Dinh Football Club, Becamex Binh Duong Football Club, Song Lam Nghe An Football Club, Nam Dinh Football Club, SHB Da Nang Football Club, Hong Linh Ha Tinh Football Club, Ho Chi Minh City Football Club, Saigon Football Club. Two clubs were licensed with punishment, including: Hoang Anh Gia Lai Football Club and Thanh Hoa Dong A Football Club because they did not meet the B-level Human resource criterias. The Licensing Committee agreed to propose to the VFF Executive Committee to consider applying an exception licensing to Viettel Football Club and Hai Phong Football Club according to the commitment and roadmap for completing the club’s mandatory licensing criteria.
