The 2025 Annual Congress of the Vietnam Football Federation, 9th Term (2022–2026)

On the morning of December 26, 2025, at the headquarters of the Vietnam Football Federation (VFF), the 2025 Annual Congress of the VFF, 9th term (2022–2026), was held in a formal atmosphere and concluded successfully, marking a highly successful year for Vietnamese football.

This was an important occasion for members of the Vietnamese football family to conduct a comprehensive review of activities in 2025, while also promoting a spirit of unity and responsibility, discussing and agreeing on directions and tasks for 2026, thereby ensuring the effective implementation of the objectives of the 9th term.

Attending the Congress were Ms. Lê Thị Hoàng Yến, Deputy Director General of the Vietnam Sports Administration (Ministry of Culture, Sports and Tourism); Colonel Bùi Tuấn Anh, Deputy Director of the Criminal Police Department (Ministry of Public Security); and Mr. Nguyễn Tiến Đạo, Deputy Director of the Department of Non-Governmental Organisations (Ministry of Home Affairs).

From the international football organisations, attendees included Ms. Gayathry Chandra Mohan, FIFA’s Representative in charge of Member Associations Development; Ms. Carmelita Afonso, AFC Representative for Member Associations; and Mr. Winston Lee, Secretary General of the ASEAN Football Federation (AFF).

Representing the Vietnam Football Federation were Mr. Trần Quốc Tuấn, President of the VFF; Mr. Trần Duy Ly, former Acting President of the VFF; the VFF Vice Presidents, Standing Committee Members and Executive Committee Members; leaders of functional departments, the National Coaches Council; as well as representatives of member organisations, the General Secretariat and VFF-affiliated units.

Also attending the Congress were leaders of agencies, units, departments and functional divisions under the Ministry of Culture, Sports and Tourism, the Ministry of Home Affairs, the Ministry of Public Security, and the Vietnam Sports Administration; representatives of relevant sectors, organisations, partners and sponsors of Vietnamese football; as well as representatives of central and local press and media agencies.

In his opening remarks at the Congress, Mr. Trần Quốc Tuấn, President of the Vietnam Football Federation (VFF), on behalf of the VFF Executive Committee of the 9th term (2022–2026), expressed his sincere thanks to the international football organisations, distinguished delegates and guests, especially the member associations, for taking the time to attend the Congress.

Reviewing the results of activities in 2025, the Congress acknowledged many significant highlights of Vietnamese football in a context still marked by numerous difficulties and challenges. Most notably, for the first time in history, all seven Vietnamese national teams across different levels qualified for the 2026 Asian finals, spanning men’s football, women’s football, futsal and youth national teams. This achievement demonstrates the depth of development as well as the effectiveness of a long-term investment strategy.

On behalf of the VFF Executive Committee, the President of the Vietnam Football Federation expressed his sincere appreciation for the contributions of football clubs, training centres and member organisations, while also acknowledging the strong support and close cooperation from FIFA, AFC, AFF and partner football associations in achieving the recent successes of the national teams in particular, as well as in the overall development of Vietnamese football.

The Congress approved a number of important reports, including: the review of activities in 2025 and the orientation of tasks for 2026; the self-assessment report of the VFF Executive Committee; the report on the professional performance of the national teams; the report on the organisation of professional football competitions; the audited financial report; the 2026 budget plan; and agreed on amendments and supplements to Article 69 of the VFF Statutes.

At the Congress, delegates also unanimously approved the admission of three new members: Xuân Thiện Phú Thọ FC, Quảng Ninh FC and Bắc Ninh FC; the termination of VFF membership for eight entities, namely Yên Bái Provincial Football Federation, Bình Dương Provincial Football Federation, Quảng Nam FC, Hòa Bình FC, Phú Thọ FC, Đồng Nai FC, Tiền Giang FC and Savinest Khánh Hòa Futsal Club; and the dismissal of Mr. Cao Tiến Đoan from his position as a member of the VFF Executive Committee of the 9th term in accordance with the Statutes.

The Congress also agreed to maintain the number of members of the 9th-term Executive Committee at 16 and not to elect additional members until the 10th-term Congress.

The Congress assigned the VFF Executive Committee to absorb the directive opinions of the leadership of the Vietnam Sports Administration, along with the contributions raised at the Congress, in order to finalise the documents, formulate an action programme and develop an implementation plan for tasks in 2026, with the determination to successfully implement the Resolution of the 2025 Annual Congress of the VFF, 9th term (2022–2026).
