Conference to review the 2025 activities and implement the 2026 action plan of the VFF Operations Department

On 10 February, at the headquarters of the Vietnam Football Federation (VFF), a conference was held to review the 2025 activities and to implement the operational plan for 2026 of the VFF Operations Department.

Attending and directing the conference were Mr. Tran Quoc Tuan – Party Cell Secretary and President of VFF; Mr. Nguyen Xuan Vu – Vice President of VFF; Mr. Nguyen Quoc Hoi – Standing Member of the VFF Executive Committee; Mr. Nguyen Hien Luong – Head of the VFF Inspection Committee; General Secretary Nguyen Van Phu, along with the VFF Deputy General Secretaries.

The conference was also attended by the Board of Directors of the Vietnam Youth Football Training Center, the Editorial Board of Football Magazine, leaders of VPF Company, heads of VFF functional departments, and all staff members of the VFF Operations Department.

As invited guests, representatives from the Criminal Police Department (C02) under the Ministry of Public Security included Lieutenant Colonel Vu Ngoc Huong – Deputy Head of Division 4; Lieutenant Colonel To Hong Khanh – Senior Investigator of Division 4; and Lieutenant Colonel Luu Xuan Truong – Senior Officer of Division 4.

At the conference, General Secretary Nguyen Van Phu, on behalf of the General Secretariat, presented the report reviewing the 2025 activities and outlining the operational plan for 2026 of the VFF Operations Department. The report emphasized that in 2025, under the close direction of the VFF Executive Committee and Standing Committee, the staff made strong efforts to complete a large workload, resulting in an overall performance with many highlights, particularly in professional achievements and operational efficiency.

In terms of competition organization and professional achievements, VFF organized and coordinated the organization of 18 tournaments nationwide, ranging from U9 to U21, as well as futsal, women’s football, and professional competitions. In addition, the synchronized implementation of the FCMS software system was assessed to have improved the efficiency of competition management and organization, while also contributing to the development of a comprehensive database to support talent identification and youth training.

Notably, Vietnamese football marked a historic milestone in 2025, with seven national teams across different age levels qualifying for the final rounds of the 2026 AFC championships, along with positive results at the SEA Games, the AFC U23 Asian Cup, and the ASEAN U23 Championship.

Refereeing and match supervision also made significant progress, highlighted by the first-time signing of contracts with more than 100 referees and match commissioners. This provides a legal framework to standardize selection criteria and improve the overall quality of the officiating workforce. Meanwhile, coach education continued to be strengthened through cooperation with universities and domestic training centers, alongside the implementation of coaching license renewal regulations in line with AFC and FIFA standards.

In the field of communications, 2025 witnessed strong growth, with tens of millions of views and followers across digital platforms, helping to further promote the image of Vietnamese football. Legal affairs and club licensing were implemented in a systematic manner, closely following new administrative regulations and effectively handling both domestic and international disputes.

International relations activities achieved significant results, affirming the enhanced position of Vietnamese football with three representatives serving on committees and panels of FIFA, AFC, and AFF: Mr. Tran Quoc Tuan – VFF President, Member of the FIFA National Team Competitions Committee; Mr. Nguyen Van Phu – VFF General Secretary, Member of the FIFA Medical Committee; and Ms. Nguyen Thanh Ha – VFF Deputy General Secretary, Member of the FIFA Women’s Club Football Committee.

Meanwhile, sports medicine remained a key highlight through comprehensive cooperation with the Vinmec healthcare system, and the Sports Medicine Center continued to be recognized by AFC as an Elite-standard medical facility.

Notably, office administration and integrity management were further strengthened through digital transformation and close coordination with the Criminal Police Department (Ministry of Public Security), enabling timely handling of violations at competitions and addressing public concerns.

Based on the 2025 review, the conference agreed on key tasks for 2026, focusing on improving competition and training systems; strengthening international relations, sponsorship, medical, legal, and communication activities; developing youth football, women’s football, futsal, and grassroots football; and enhancing the quality of referees.

To implement these tasks, VFF will introduce institutional solutions, including the development of standardized working procedures, the completion of competency frameworks for each position, and improvements to salary and contract policies to create new motivation for staff and employees.

On this occasion, on behalf of the Standing Committee of the VFF Executive Committee, VFF President Tran Quoc Tuan presented Certificates of Merit of the Vietnam Football Federation, issued under Decision No. 74 dated 30 January 2026, to officers of the Criminal Police Department (Ministry of Public Security) in recognition of their outstanding contributions to the prevention and control of corruption and misconduct in football. The recipients included Lieutenant Colonel Do Van Thinh, Lieutenant Colonel To Hong Khanh, and Lieutenant Colonel Luu Xuan Truong.

In his directive remarks at the conference, VFF President Tran Quoc Tuan acknowledged and highly appreciated the efforts of the staff and employees throughout 2025—a challenging year that nevertheless achieved many encouraging results, highlighted by the strong performances of youth national teams at continental competitions. President Tran Quoc Tuan also emphasized the important role of the attention and guidance from State leaders, as well as the support and cooperation of clubs, sponsors, and relevant authorities in ensuring a safe, transparent, and professional football environment.

For the 2026 orientation, VFF President Tran Quoc Tuan requested the Operations Department to focus on thorough preparations for the VFF Congress, scheduled to be held in November 2026. He also emphasized the need to further improve the quality of competitions and youth training infrastructure, while working toward long-term objectives, including preparations for the qualification campaign for the 2030 FIFA World Cup and other key tasks.

On the occasion of the Lunar New Year, the VFF President extended his best wishes for health and expressed his sincere appreciation to all staff members and partner organizations. He also conveyed his confidence that Vietnamese football in 2026 will continue to achieve further successes and bring more joy to fans across the country.
